Glasnost, which translates to openness in English, was General Secretary Mikhail Gorbachevs policy for a new, open policy in the Soviet Union where people could freely express their opinions. With glasnost, Soviet citizens no longer had to worry about neighbors, friends, and acquaintances turning them into the KGB for whispering something that could be construed as criticism of the government or its leaders. They no longer had to worry about arrest and exile for a negative thought against the State. Glasnost allowed the Soviet people to reexamine their history, voice their opinions on governmental policies, and receive news not pre-approved by the government. What Was Perestroika? Perestroika, which in English translates to restructuring, was Gorbachevs  program to restructure the Soviet economy in an attempt to revitalize it. To restructure, Gorbachev decentralized the controls over the economy, effectively lessening the governments role in the decision-making processes of individual enterprises. Perestroika also hoped to improve production levels by bettering the lives of workers, including giving them more recreation time and safer working conditions. John Steinbeck John Steinbeck was born on February 27, 1902 in Salinas California, shortly after the end of the Civil War. His mother was a schoolteacher in the public school system in Salinas. Steinbeck grew up in the fertile California where he found the materials for most of his novels, and short stories. Steinbeck demonstrated a great imagination, which was kindled by writing at a very early age partly due to his mother, the schoolteacher, whom read to him at a very early at the many great works of literature. During his teen years, Steinbeck played various sports in high school, worked numerous part time, dead end jobs, and wondered around the fertile valley. The lessons, and observations he made while wandering provided much of the material for his later works. Steinbeck entered Stanford University in 1920, and even though he attended the school until 1925, he never graduated. Lacking the desire to acquire a formal degree from the Stanford University, Steinbeck wandered to New York to pursue a writing career. While working on his writing, and while receiving an endless supply of rejection slips, Steinbeck worked odd jobs. The New York American newspaper was where Steinbeck held a job, writing various articles, for some time before the newspaper went bankrupt. The failure of the newspaper and endless supply of rejection letter forced Steinbeck to return to California, broken but still hopeful. Steinbeck’s first novel, Cup of Gold, was published in 1929, two months before the horrific stock market crash, causing the novel to nearly unnoticed with barely fifteen hundred copies selling. 1930 was a very important year for Steinbeck in two areas. First he married Carol Henning and the newlyweds settled in Pacific Grove, which he often wrote of. There, Steinbeck met Ed Ricketts whose friendship strongly influenced Steinbeck’s works. During the Great Depression of the nineteen thirties Steinbeck knew many people who were considered to be the cross section of society, and shared many of the problems of the times with them. A discussion on illegal immigration leads to strong responses and strong emotions no matter what political party affiliation. There are those that blame the Feds for not guarding the borders well enough. And then there are others that blame the Feds for not defending the rights of all citizens.There are those that blame state and local governments for spending on services for â€Å"Illegals† that should be spent on â€Å"real† citizens. And then there are others that blame state and local governments for not taking better care of ALL of their citizens legal or illegal. While there are others who point the finger in anger at anyone who breaks the law and consider illegal immigration is just that – illegal. And yet others see America as a nation of immigrants and we should open our borders and welcome all in with open arms to citizenship – no matter how they got here.There is no middle ground – it is legal or illegal, right or wrong. People want something done by their government but what is the right direction for illegal immigration? I. Why have state and local governments become more active in regulating illegal immigrants during recent years? Our text refers to illegal immigration as â€Å"the mother of all unfunded mandates†. Once the immigrants cross the borders, (that the States believe are not being controlled adequately by the Federal Government), they fall under the jurisdiction of State and Local governments.State, County, and City Governments, as well as School Districts, bear the financial brunt of providing services for the immigrants in an economy that has services being cut for citizens. Schools are providing educations to children in the country illegally at a time that School Districts are already cutting budgets to be able to meet the needs to legal students. County Hospitals that are already underfunded to provide indigent and uninsured care for citizens are also providing health services for the immigrants.Local Law Enforcement and City and County jails deal with those immigrants that break the law and are having to absorb those costs until they can be handed off to Federal Immigration services for deportation. State and local governments have been handed the problem of illegal immigrants by the Federal government. The Feds are not funding the services that have to be provided to these people and yet Government – either elected official or civil servant – is doing nothing to strengthen enforcement of the laws to remove those that are here illegally or to strengthen the borders and immigration process to keep illegal immigrants out.For th e financial survival of many of our Border States; either illegal immigrants are breaking the law and need to leave the country or the laws need to be changed. This schizophrenic attitude towards immigration law enforcement has to stop – either the law has been broken or it has not and appropriate action needs to be taken. Either people are breaking the law and should be deported or they should be offered citizenship or the legal ability to stay. The States and Local Governments cannot afford to support illegal immigrant services and still take care of their own citizens.II. How does the design of American federalism lead to the types of intergovernmental conflicts found in the area of immigration? The Federal Government is responsible for Ports of Entry, Customs regulation, and Border Security. According to the Pew Hispanic Center, there were 11 million illegal immigrants living in the United States in 2007. If that many people are able to live in the United States illegally , the Federal Government has failed in its obligations to protect the borders and enforce immigration laws.The argument then continues that if the Federal Government is unable to meet their obligations of protection of the borders and enforcement of legal naturalization, then there should be no Federal Mandate to the State and Local governments without funding to support it. Or if there is no funding and the States and Local governments have to then fund these services, States Rights and Local Government Rights should prevail on the decisions as to what services should or should not be offered. If the State or Local governments do not want to provide education or medical services to illegal immigrants then they should not have to do so.The Federal Government has a history of unfunded mandates to the States and County government. One example was in the 1970s with changes to Mental Health laws and providing of treatment services. Once it was determined in the courts that people could not be kept in mental hospitals if they were no danger to anyone else, and that they should be free to live their lives outside of institutions, the responsibility was shifted to the Community Mental Health service model. In this model, poor mentally ill people were to be treated in county outpatient clinics.Except like services for illegal immigrants, adequate funding was not provided to the States or to the Counties to support the model and now many poor mentally ill people are in jail or are homeless and not receiving any treatment. Conclusion: Illegal immigration will continue to be an emotional and heated topic no matter how it is resolved. Immigration deals with people and their lives. Once you put a face and name of someone you know as an illegal immigrant it is hard to be black and white about the law and enforcement of that law.I have friends whose parents are illegally in the country from Ireland and have been here for years. Granny and Pa just came for a visit and never w ent home. Even after the focus  on lapsed visas after 9/11 – they are still here. And if they were to admit they outstayed their visa – they would not be able to get back in the country. They are not hurting anyone and are being supported by their adult children and assist the family by providing childcare for the grandchildren. They pay for any services they use. But they are breaking the law. It is hard to think of these sweet old people being deported in handcuffs.I have sat with them for tea and eaten Granny's shortbread. But they are breaking the law and are no different from the Hispanic lady desperately trying to stay here long enough to give birth to an â€Å"Anchor Baby† that will be born with citizenship and allow her to stay in the States. (That same Anchor Baby that gets brought up over and over again on Conservative Talk Radio. ) How do I defend Granny and Pa's status and not also defend the lady with her anchor baby? Like those heated dinner part y discussions – there is no middle ground when it comes to illegal immigration.

College Development Essay

Residential life is part of almost every college or university. When most people think about residential life, they think of dorms and roommates; however, residential life is much more. The organizations are mostly divided into three units that make it all work: residence life programs, housing operations, and room assignments. (â€Å"College and university,†) Residence life is one of the major parts of a student’s environment. They only spend about twenty percent of their time in classrooms, as they spend most of their free time in housing. Residential life helps students to develop as young adults and future leaders. â€Å"The purpose of residence life programs is to provide educational programming, nonclinical counseling, and support for student learning†. (â€Å"College and university,†) People who are employed in residential programs mostly focus on improving student life and its safety, which helps to develop communication skills among people and also increase personal growth among student peers. The second unit of resident life is housing operations; they deal with daily tasks such as cleanliness, construction, and management. In a residential setting, is important to keep the environment clean and the buildings running properly in order for the community to work. The last unit of residential life is room assignments, in which finding the best-fit roommate is the most important. This area of residential life is designated to make room changes and monitor the occupancy of other housings. If there is a situation where problem occurs among roommates, the roommate assignment staff tries to find the best solution to find a resolution. Although it is often not realized, Residential Life is a big part of student life as it is a major factor in shaping a student’s experience in the institution. To ensure that residential life is at its best, the institution hires educated and professional staff. Almost every floor in each dorm has a residential assistant, who is responsible for maintaining a positive environment and be there for students if they are having a hard time adjusting. Residential assistants also welcome the students back to their dorms and inform students about upcoming activities and clubs. At the beginning of the school year, the RA creates a Facebook page for the people that they are responsible for and have group meetings to discuss issues and regulations. This helps new students feel welcome in their dorm and creates an environment where students can interact with other people in their dorms. Most dorms also have residence directors or graduate assistance. â€Å"Their responsibilities usually include staff development of their RAs, student counseling, educational programming, enforcement of institutional policies in the residence halls, and may also include other functions such as academic advising, intramural sports adviser, and facilities management†. (â€Å"College and university,†) If the RA cannot deal with a problem, they report to residence director or graduate assistance, depending on who is available to their building. The staff goes through training to make sure that every need of a student is met. â€Å"There is a strong need for well-qualified, educated, and trained entry-lever live-in professional staff in campus residence halls to support and achieve the academic and educational goals of the institution† (Belch, Wilson & Dunkel). It is important for students to be engaged and connected to school spirit, as it is more likely that they will remain in that institution. (Brooks). Each institution wants to give the best experience and education possible to their students. The person that oversees the Residential Assistants, Residential Directors, and Graduate Assistances is the Assistant Director of Residential Life. Keyne Cahoon is the Assistant Director of residential Life at Northeastern University and has many tasks during the day that keep her busy: â€Å"My primary responsibility is to directly supervise 5, 2 GAs, and indirectly supervise approximately 50 RAs. Additionally, I am responsible for the overall administration of the residential student conduct process (so I work with OSCCR to review and assign cases where residential student are involved), I am in charge of the professional staff recruitment and selection process (so I recruit and coordinate the process to hire all RDs and Assistant Directors of Residential Life), and I serve as a core team member of We Care†. (Cahoon, 2013) Being an Assistant Director of Residential Life is more than just dealing with housing situations. It involves a lot of communication among co-workers, documentations, and solving sometimes-unrealistic problems. Keyne Cahoon enjoys this challenge: â€Å"I enjoy students’ energy and excitement. I enjoy helping them figure out a problem and helping them solve it themselves†. (Cahoon, 2013) She is really involved in the community and enjoys every second of it. She finds her job very interesting and her passion makes her job a hobby. The only person who oversees her work is Brie McCormick, the Associate Director of Residential Life. She supervises the Assistant Director of Residential Life and deals with a lot of day-to-day issues for the department as a whole. The Associate Dean of Cultural, Residential & Spiritual Life of Northeastern University is Robert Jose. He represents the Residential life as a whole unit. The theories that Residential Life uses are theories of organizations and campus environments, typology theories and models, and student success theories. All of these theories have the main focus to improve on student life outside of the classroom. Residential Life aims to provide complex learning by giving students the opportunities to make friends, be part of a groups or a clubs, play a sports, and much more. Living in dorms teaches them how to deal with every day situations in classrooms or outside. Students will be able to be â€Å"able to apply acquired knowledge to everyday situations, able to communicate clearly and effectively, acts responsibly to others, is civic minded, understands and appreciates those of other nationalities and cultures, is self-aware, and has a sense of connectedness to the university†. Odysseus is often distracted and fails to protect his men. On other occasions, Odysseuss men would die if it were not for him. In The Odyssey, Odysseus has strengths and weaknesses in his leadership ability. On some occasions, Odysseus uses his crafty mid to overcome obstacles. When Odysseus and his men encounter the Cyclops, the Cyclops eats Odysseus men. However, Odysseus is still able to outsmart the Cyclops and save his men. He tells the Cyclops his name is Nobody so the other Cyclopes wont come to help him, he gets the Cyclops drunk, pokes out his eye, and escapes with his men underneath the sheep. Another time Odysseus shows his cleverness is when he doesnt enter the Laestrygonians harbor with his ship. The other ships enter the harbor and get pelted with huge boulders. Although Odysseus is smart, sometimes he has too much confidence when dealing with anything he may encounter, and as a result he puts his men in unnecessary danger. One example is when Odysseus insists on going into the Cyclops cave and eating his food. Although he doesnt know about the Cyclops and his ways, he shouldnt have relied on the common law of hospitality that he and his men would be welcome there. Another example is when Odysseus wastes time putting on his armor when he sails past Scylla, although he was instructed not to. Odysseus sometimes tries hard to protect his men. On Hyperions island, Odysseus knowingly warns his men not to slaughter the Sun Gods cattle. He does his best to stop his men, but the gods make him fall asleep, and his men disobey Odysseus. The 5 Sectors of the Economy A nation’s economy can be divided into various sectors to define the proportion of the population engaged in different activities. This categorization represents a continuum of distance from the natural environment. The continuum starts with primary economic activity, which concerns itself with the utilization of raw materials from the earth, such as agriculture and mining. From there, the distance from natural resources increases. Primary Sector The primary sector of the economy extracts or harvests products from the earth, such as raw materials and basic foods. Activities associated with primary economic activity include agriculture (both subsistence and commercial), mining, forestry, grazing, hunting and gathering, fishing, and quarrying. The packaging and processing of raw materials are also considered to be part of this sector. In developed and developing countries, a decreasing proportion of workers is involved in the primary sector. Only about 2 percent of the U.S. labor force is engaged in primary sector activity today, a dramatic decrease from the mid-19th century when more than two-thirds of the labor force consisted of primary-sector workers. Secondary Sector The secondary sector of the economy produces finished goods from the raw materials extracted by the primary economy. All  manufacturing, processing, and construction jobs lie within this sector. Activities associated with the secondary sector include metalworking and smelting, automobile production, textile production, the chemical and engineering industries, aerospace manufacturing, energy utilities, breweries and bottlers, construction, and shipbuilding. In the United States, a little less than 15 percent of the working population is engaged in secondary sector activity. Tertiary Sector The tertiary sector of the economy is also known as the service industry. This sector sells the goods produced by the secondary sector and provides commercial services to both the general population and to businesses in all five economic sectors. Activities associated with this sector include retail and wholesale sales, transportation and distribution, restaurants, clerical services, media, tourism, insurance, banking, health care, and law. In most developed and developing countries, a growing proportion of workers is devoted to the tertiary sector. In the United States about 80 percent of the labor force is tertiary workers. The Bureau of Labor Statistics puts non-agriculture self-employed into its own category, and that accounts for another 5 percent of workers, though the sector for these people would be determined by their job. Quaternary Sector Although many economic models divide the economy into only three sectors, others divide it into four or even five sectors. These final two sectors are closely linked with the services of the tertiary sector. In these models, the quaternary sector of the economy consists of intellectual activities often associated with technological innovation. It is sometimes called the knowledge economy.   Activities associated with this sector include government, culture, libraries, scientific research, education, and information technology. These intellectual services and activities are what drives technological advancement, which can have a huge impact on short- and long-term economic growth. Quinary Sector Some economists further subdivide the quaternary sector into the quinary sector, which includes the highest levels of decision making in a society or economy. This sector includes top executives or officials in such fields as government, science, universities, nonprofits, health care, culture, and the media. It may also include police and fire departments, which are public services as opposed to for-profit enterprises. Economists sometimes also include domestic activities (duties performed in the home by a family member or dependent) in the quinary sector. These activities, such as child care or housekeeping, are typically not measured by monetary amounts but contribute to the economy by providing services for free that would otherwise be paid for.
