This study found little improvement over the last year, and came to the conclusion that the 15 search engines examined had unsatisfactory results. The key areas that sites were rated on were prominence of disclosure headings, clarity and accessibility of disclosure statements. Half the sites rated stayed the same, a third got worse, and only three of the fifteen sites actually improved. The web sites varied in their responses to dealing with this problem. Some moved or changed the color of these elements from a bright color to a dull color. These sites changed the color from the vibrant color like red to the dull gray. The direct hyperlinks were moved from the â€Å"sponsored links† to the disclosure page making it hard to find the information that told about the paid advertisements in the search results. Ask Jeeves and Yahoo! Search were downgraded while AOL Search, Google, and Yahoo! Search Marketing had good marks. MSN Search showed the best improvement because they discontinued their paid inclusion and paid content promotion. WebWatch insists they are not trying to abolish paid placement or paid inclusion. They just want search engines to dully disclose that certain results appear because of a paid relationship and not because of the relevance to the search query. This study started in 2002 and 60% of consumers were unaware of search engines’ paid placement programs. The paid placement programs means that sites that pay have preferred placement in the search results. The FTC used the WebWatch study in a letter to search engines calling for â€Å"clear and conspicuous disclosure† of paid placement and paid inclusion in search results. The FTC was prompted to action by a consumer advocacy group, Commercial Alert, in 2001 that brought this issue to head. In 2003 the WebWatch study found consumers surprised when they found out that some search results are there because they are paid for. The most recent study created an evaluation tool based on the FTC guidelines and found that most of the 15 search engines had made some efforts to meet the FTC recommendations but none were making the relationship between paid advertising and search results very clear. Explaining Glasnost and Perestroika When Mikhail Gorbachev came to power in the Soviet Union in March 1985, the country had already been steeped in oppression, secrecy, and suspicion for over six decades. Gorbachev wanted to change that. Within his first few years as general secretary of the Soviet Union, Gorbachev instituted the policies of glasnost (openness) and perestroika (restructuring), which opened the door to criticism and change. These were revolutionary ideas in the stagnant Soviet Union and would ultimately destroy it. What Was Glasnost? Glasnost, which translates to openness in English, was General Secretary Mikhail Gorbachevs policy for a new, open policy in the Soviet Union where people could freely express their opinions. With glasnost, Soviet citizens no longer had to worry about neighbors, friends, and acquaintances turning them into the KGB for whispering something that could be construed as criticism of the government or its leaders. They no longer had to worry about arrest and exile for a negative thought against the State. Glasnost allowed the Soviet people to reexamine their history, voice their opinions on governmental policies, and receive news not pre-approved by the government. What Was Perestroika? Perestroika, which in English translates to restructuring, was Gorbachevs  program to restructure the Soviet economy in an attempt to revitalize it. To restructure, Gorbachev decentralized the controls over the economy, effectively lessening the governments role in the decision-making processes of individual enterprises. Perestroika also hoped to improve production levels by bettering the lives of workers, including giving them more recreation time and safer working conditions. The overall perception of work in the Soviet Union was to be changed from corruption to honesty, from slacking to hard work. Individual workers, it was hoped, would take a personal interest in their work and would be rewarded for helping to better production levels. Did These Policies Work? Gorbachevs policies of glasnost and perestroika changed the fabric of the Soviet Union. It allowed citizens to clamor for better living conditions, more freedoms, and an end to Communism.   While Gorbachev had hoped his policies would revitalize the Soviet Union, they instead destroyed it. By 1989, the Berlin Wall fell and by 1991, the Soviet Union disintegrated. What had once been a single country, became 15 separate republics.

A discussion on illegal immigration leads to strong responses and strong emotions no matter what political party affiliation. There are those that blame the Feds for not guarding the borders well enough. And then there are others that blame the Feds for not defending the rights of all citizens.There are those that blame state and local governments for spending on services for â€Å"Illegals† that should be spent on â€Å"real† citizens. And then there are others that blame state and local governments for not taking better care of ALL of their citizens legal or illegal. The Federal Government is responsible for Ports of Entry, Customs regulation, and Border Security. According to the Pew Hispanic Center, there were 11 million illegal immigrants living in the United States in 2007. If that many people are able to live in the United States illegally , the Federal Government has failed in its obligations to protect the borders and enforce immigration laws.The argument then continues that if the Federal Government is unable to meet their obligations of protection of the borders and enforcement of legal naturalization, then there should be no Federal Mandate to the State and Local governments without funding to support it. Or if there is no funding and the States and Local governments have to then fund these services, States Rights and Local Government Rights should prevail on the decisions as to what services should or should not be offered. If the State or Local governments do not want to provide education or medical services to illegal immigrants then they should not have to do so.The Federal Government has a history of unfunded mandates to the States and County government. One example was in the 1970s with changes to Mental Health laws and providing of treatment services. Once it was determined in the courts that people could not be kept in mental hospitals if they were no danger to anyone else, and that they should be free to live their lives outside of institutions, the responsibility was shifted to the Community Mental Health service model. In this model, poor mentally ill people were to be treated in county outpatient clinics.Except like services for illegal immigrants, adequate funding was not provided to the States or to the Counties to support the model and now many poor mentally ill people are in jail or are homeless and not receiving any treatment. Conclusion: Illegal immigration will continue to be an emotional and heated topic no matter how it is resolved. Immigration deals with people and their lives. Once you put a face and name of someone you know as an illegal immigrant it is hard to be black and white about the law and enforcement of that law.I have friends whose parents are illegally in the country from Ireland and have been here for years. Granny and Pa just came for a visit and never w ent home. Even after the focus  on lapsed visas after 9/11 – they are still here. And if they were to admit they outstayed their visa – they would not be able to get back in the country. They are not hurting anyone and are being supported by their adult children and assist the family by providing childcare for the grandchildren. They pay for any services they use. But they are breaking the law. It is hard to think of these sweet old people being deported in handcuffs.I have sat with them for tea and eaten Granny's shortbread. But they are breaking the law and are no different from the Hispanic lady desperately trying to stay here long enough to give birth to an â€Å"Anchor Baby† that will be born with citizenship and allow her to stay in the States. (That same Anchor Baby that gets brought up over and over again on Conservative Talk Radio. ) How do I defend Granny and Pa's status and not also defend the lady with her anchor baby?
